Global Crisis Response Support Program activities kick-off
in Washington, DC.
The Global Crisis Response Support Program (GCRSP) initiated its activities at the Organization of American States (OAS) in Washington DC. With support from the European Union and coordinated by the Political Analysis Section of the Secretariat for Political Affairs (SPA), the GCRSP delivered three specialized trainings to a cross section of OAS staff representing various technical areas, between the months of July and September 2015. The project focuses on strengthening the Organization’s capacity in early warning, conflict and political analysis, and other crisis-response related capabilities. The Secretary of Political Affairs, Francisco Guerrero, delivered welcoming remarks to course participants, EU staff, and trainers, during the first course. Read more...

Inter-American Meeting of Young Legislators II Inter-American Forum of Presidents of Parliaments The visit Andean Parliament to the OAS
On August 26th took place the First Inter-American Meeting of Young Legislators in the Peruvian Congress. In the meeting was created the Inter-American Forum of Young Legislators to which the OAS will offer technician support and supervision during its implementation.

On August 6th and 7th, took place the second meeting of the Inter-American Forum of Presidents of Parliaments in Chile. The OAS was asked to keep monitoring the Forum and guarantee the creation of the American Network of Environmental Law regarding Commissions.

On September 1st, 2015 the authorities of the Andean Parliament had a meeting with the OAS Secretary General, Luis Almagro. In that meeting, the OAS was asked to give support to the Parliament with the creation of a permanent area that would be in charge of offering lectures and seminars to legislators, Andean Parliamentarians and University Students.

Responding to the formal request from the Ministry of Public Service of Saint Lucia, on-site visit was performed on August 2015 (5 -7). The visit was focused on Open Government and was conducted in accordance with the requests for technical assistance of that country and the methodology of the Mechanism. The Expert Group was composed by national authorities from Mexico and Trinidad & Tobago.

Responding to the formal request from the General Directorate of the Civil Service (GDCS) of Costa Rica, on-site visit was performed during the month of July 2015 (6 -8). The visit was focused on Human Resources Management and was conducted in accordance with the requests for technical assistance of that country and the methodology of the Mechanism.

This Seminar aimed to share experiences and good administrative practices developed by Brazil, Peru, Chile and Germany; in order to enrich the proposal of designing a comprehensive civil service model in Costa Rica. This event was organized by the General Directorate of Civil Service (GDCS), Department for Effective Public Management (DEPM) of the OAS, Konrad Adenauer German Foundation, Government of Canada and CICAP.

The seminar will be held in Sao Paulo, Brazil, October 1 and 2. The event is organized by the Department for Effective Public Management of the OAS, the National Confederation of Municipalities of Brazil, the Development Bank of Latin America, and the Commission of Digital Cities and Knowledge. (Chaired by Bilbao) The seminar is a continuation of the first seminar held in Guadalajara, Mexico in May 2013 and aims to present innovative experiences of municipal modernization. Also, there will be a presentation of the Virtual Course "Strategies for Open Government in the Americas" presented by the OAS’s Virtual Campus.

XII Meeting of the Latin American and Caribbean Council for Civil Registration, Identity, and Vital Statistics (CLARCIEV) DGPE / OAS launches virtual course on “Right to Identity and Vital Statistics” The OAS and the Colombian Federation of Municipalities will train municipalities of Colombia in the use of statistics
The XII meeting will be held in Asuncion, Paraguay on October 6-9, organized by the Program for Universal Civil Registry in the Americas (PUICA), within the Department for Effective Public Management of the OAS and the Registry the status of Paraguay (REC).This meeting will discussed, and is expected to be approved, the CLARCIEV Strategic Plan 2015-2020, which has been approved since January 2015 by countries during the First Meeting of the Executive Committee. In accordance with the plan, advances in commissions for International Cooperation, Institutional Strengthening, Culture Identity, and Knowledge Management will be presented. Other actions include the implementation of regional training platform IDENTITAS, the results of the questionnaire "The current situation of Civil Registries of the Americas," which will expose data on the situation of civil registries in the Americas, including birth registration, hospital record systems, data models and information, unique identification codes, and the launch of the virtual course Civil Registry and Right to Identity in the Americas developed by the OAS Virtual Campus.

The OAS Virtual Campus launches the course on "Right to Identity and Vital Statistics" to all public officials and people interested in the topic of registration in order to strengthen the fundamentals about identity rights and knowledge of Civil Registry systems. During five weeks it will be an overview of the organization, operation, and general profiles of Civil Registration systems, analysis of specific cases, and successful experiences, including quality management systems in the Civil Registration and key statistics. The course is taught on the OAS’s Virtual Campus platform with the support of expert tutors that will monitor the performance of participants. Starting on October 27, registrations are due by October 14. Those who pass the course will receive a certificate in digital media.

The Department for Effective Public Management (DGPE) of the OAS will train, between upcoming October and November, through its Virtual Campus online platform, 50 municipalities in Colombia with the course "Using GIS Technology in Statistics". This special edition course for Colombia will be conducted in coordination with the Colombian Federation of Municipalities (FCM), offering 50 scholarships from the company Trimble Navigation, who will be also rewarding the best municipality with the donation and implementation of a statistical solution worth USD $ 190,000 (one hundred ninety thousand US dollars).

OAS Mission to support the national dialogue on corruption and impunity in Honduras DECO presented new tool to foster political inclusion OAS Mission Celebrates Organization and High Voter Turnout in Guatemala Despite Challenges
In response to the request of the Honduran Government, the General Secretariat of the Organization of American States (GS/OAS) installed a mission to support the national dialogue on corruption and impunity in Honduras. The Secretary General of the OAS, Luis Almagro, appointed Ambassador John Biehl del Rio from Chile as his Special Representative to lead this mission. The work of the mission included: exploring the conditions for inclusive and participatory national dialogue on corruption and impunity in Honduras, building a solid framework to support the dialogue process in order to seek a mechanism to fight against corruption and impunity and thus to strengthen the Honduran judicial system, and to facilitate this national dialogue. In this context, on August 8, el Sr. Almagro traveled to Honduras to implement this mission. The assignment conducted two exploratory visits, the first one from August 10-15 where the mission met with different social actors in Honduras, and the second from September 7-12 where the mission met with government officials and other political actors. DECO presented a new methodology to analyze the electoral participation of indigenous people and Afro descendents during OAS Electoral Observation Missions. The Electoral Observation Mission (EOM) of the Organization of American States to the general elections in Guatemala, led by Juan Pablo Corlazzoli, congratulated the country's voters and the Supreme Electoral Tribunal (TSE) on September 6th vote.

OAS Mission in Haiti: Elections Marked a Step Forward The OAS Secretary General, Luis Almagro, signed an agreement with International IDEA OAS signed an agreement with the Association of World Election Bodies
The Mission of the Organization of American States (OAS) that observed the first round of legislative elections in Haiti on August 9 highlighted that, despite some incidents of violence, most polling places were able to conclude their operations as planned.

OAS/DECO signed a cooperation agreement with Association of World Election Bodies during its second meeting in the Dominican Republic. The Secretary for Political Affairs, Francisco Guerrero, and DECO Director, Gerardo de Icaza, participated in different panels during the international conference.



“Votes for Democracy” New Electoral Observation Missions Database OAS Electoral Mission to Mexico presented report to the Permanent Council
During the OAS General Assembly, DECO presented the photo exhibition Votes for Democracy.

This exposition was a journey through the electoral processes of the region. The ballots exhibited allowed to recreate election days and to bring the experience of the voter to the hallways of the OAS.
The Electoral Observation Missions Database is a tool that compiles and systematizes the information from each of the missions the OAS has deployed in the hemisphere.

This August 28, the Mission to Support the Peace Process in Colombia (MAPP/OAS) joined in Cartagena city the second Assembly for Peace. This is an effort of the Unions, State, and the civil society for developing a comprehensive, stable, and long-lasting peace in the area.The event at the Ministry of Labor, the Union Sindical Obrera, the High Commissioner for Peace, and the National University of Colombia, including social, educational, and religious entities. Peace keeping, challenges of the mining/energy policies and its impact on local development projects and peace building were among topics discussed. This is an effort that the USO, the Ministry of Labor, and other entities are developing around the country in order to understand and systematize territorial proposals on the implementation of peace policies focused on the needs of the communities. The goal is to have a national assembly document with clear recommendations and references when implementing peace in the country. This opportunity, which brought together social forces and people across the Atlantic coast, remarks the need to integrate discussions about peace in neighborhoods, including demands of strengthening educational processes that awake the interest of communities about this subject. The Mission to Support the Peace Process in Colombia (MAPP/OAS) and the High Council for Reintegration (ACR), supported educational activities promoted by the Foundation for Reconciliation. On the first day of this Week for Peace, a workshop took place at the School of Forgiveness and Reconciliation. Through this event, they sought to provide attendees with tools to overcome and prevent violence. The School of Forgiveness and Reconciliation is an initiative of the Foundation for Reconciliation, which seeks to incorporate tools to overcome painful episodes, without resorting to anger and revenge. The Mission to Support the Peace Process in Colombia supports the pedagogical processes for peaceful conflict resolution and violence prevention. The Mission to Support the Peace Process in Colombia accompanied The Victims Unit in conducting educational activities in Neiva. This event was part of the reconciliation process and emotional renovation. This time a workshop was held on reconstruction of the social interaction in which the participants had the opportunity to express themselves and pay homage to their families, victims of forced disappearance. This commemoration also had the participation of representatives of victims and relatives of the disappeared of the UP. Besides being present at this event, the MAPP/OAS had the opportunity to publicize its mandate and sensitize participants on the peace process, and the recognition to the victims and their families.
