Electoral Authorities
Section 56 of the Constitution creates two separate and independent institutions with responsibility for elections: the Constituency Boundaries Commission and the Electoral Commission.  

The Constituency Boundaries Commission is responsible for the review of the constituency boundaries and the number of constituencies, among other functions. The Boundaries Commission consists of the Speaker of the House of Assembly as chairman and of four members appointed by the President who consults the Prime Minister and the Leader of the Opposition.

The Electoral Commission is responsible for the registration of voters, the maintenance and management of the voter’s list, and conducting national elections in each constituency and local elections in each authority.  The Electoral Commission consists of five people: a chairman appointed by the President in his own deliberate judgment; two members appointed by the President on the advice of the Prime Minister; and two members appointed by the President on the advice of the Leader of the Opposition.

Under Section 87(1) of the Constitution there is an Office of the Chief Elections Officer, who is appointed by the President after consultation with the Electoral Commission.  The Chief Elections Officer is responsible for the registration of electors and conducting local and national elections.
