Duties and responsibilities: The incumbent will administer, monitoring, troubleshooting, and checking the status and performance of the system applications of the IACHR, and the evaluation of new technology trends, capacity planning for technical equipment, and deliver technical documentation. This role requires a highly technical skills, with the ability to translate business requirements into technical requirements to ensure solutions are built to IACHR expectations. The complexity of the duties requires in-depth knowledge of the use of different technologies. - Support the implementation and maintenance of a new system for processing the petitions and cases and implementing the technological renovation. - Execute the functional system analysis of the new requirements specifications to support the IACHR’s systems. - Serves as functional analyst, product owner and/or project manager by understanding the as-is process workflows while defining through functional/business analysis the to-be state. - Liaises with internal teams (e.g., developers and Project Managers/owners) and end-users to gather, identify, analyze, validate system requirements, and test the integration of new and current systems. - Follow-up on the development of new functionalities for IACHR’s application systems. - Liaise in the user acceptance testing and definition of test scenarios of new functionality for IACHR’s systems. Ensure that existing functionalities of systems are consistent with the requirements of the IACHR and respond to the best use of technology. - As assigned, compile and analyze data, special reports, papers on systems-related topics, and statistics for dissemination in the Executive Secretariat of the IACHR (ES/IACHR) to facilitate decision-making process for IACHR management. - Facilitate capacity planning and logistics for managing technical equipment, and modernization of technology. - Assist and support in the technical preparation for Period of Sessions, virtual and on-site meetings, and webinars. - Provide technical support to internal and external users of the IACHR with inquiries and procedures related to the use of IACHR’s systems. - Provide support in the administration of the IACHR’s system applications: configuring profiles and accesses following established procedures, ensuring compliance with the guidelines stated in the security policies and standards for the administrative applications, and correcting errors. - Monitor and check the status and performance of the system applications in use by IACHR. - Troubleshoot IACHR’s application system administration issues: - Analyze the problem and research the resolution based on experience and incident report documentation. - Notify the Technology and Systems Section Coordinator about problems in the systems, and their possible resolution for appropriate course of action. - Assess problems and solutions to recommend future course of remedial action. - Follow proactive data maintenance methodology to ensure regular updates of the IACHR Systems, to maintain the data up to date. - Advice users in identifying technical problems related to local configurations necessary for the IACHR’s systems to function properly. - Perform training sessions and workshops in the use of the technology tools, developing and preparing training technical materials. - Assist in the research, analysis an evaluation of new and updated technologies that we can apply to the human rights processes of the Executive Secretariat of the IACHR. - Perform other related duties as assigned, including replacing and backstopping for others. Education & Experience : Essential: First University Degree (Bachelor’s) in Computer Science, Engineering, or a related IT field issued by a duly accredited institution and 4 years of relevant experience in similar positions at the national and/or international level OR Advanced University Degree (Master’s) in one of the fields listed above and 2 years of relevant experience. Desirable: Experience or knowledge of the OAS mandates and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system.
Essential – Proficient in at least two of the official languages of the OAS (read, write and communicate). Desirable – Working knowledge of other two OAS official languages.
