On September 27, 2018, the IACHR decided to lift the precautionary measure granted on October 4, 2013, in favor of Buenaventura Hoyos Hernández, concerning Colombia. The IACHR requested that the state of Colombia take the necessary steps to establish the situation and whereabouts of Buenaventura Hernández Hoyos in order to protect his rights to life and personal integrity. It also requested that the state report on the actions it had taken to investigate the alleged events that led to the adoption of this precautionary measure. The IACHR has noted the investigations the state carried out to ascertain the whereabouts of the beneficiary and observes that the beneficiary’s representatives and the state agree that Buenaventura Hoyos Hernández was released from captivity in 2014. The IACHR notes that the circumstances which led to the adoption of this precautionary measures have changed and that neither of the parties has put forward information that would allow it to consider that the beneficiary is at serious, urgent risk of irreparable damage to his rights as established in article 25 of the Rules of Procedure. For this reason, the IACHR has decided to lift this precautionary measure.
