El Departamento de Desarrollo Humano, Educación y Empleo (DHDEE) a través de sus Programas de Becas y Capacitación de la OEA ofrece oportunidades de becas para estudios académicos y de desarrollo profesional a ciudadanos o residentes permanentes de los Estados miembros de la OEA. El objetivo es fortalecer la capacidad humana e institucional y fomentar el desarrollo integral en todo el Hemisferio Occidental. Para lograr este objetivo, el Departamento de Desarrollo Humano, Educación y Empleo creó el Consorcio de Universidades de la OEA en el que los becarios pueden estudiar en instituciones educativas reconocidas de los Estados miembros de la OEA.

The University of Winnipeg offers a unique Master's in Development Practice (MDP) in Indigenous Development thanks to a MacArthur Foundation grant. The New School
The New School, a progressive university located in New York City, offers a 30-credit Master of Arts Program in Teaching English to Speakers of Other Languages (MATESOL). This innovative program can be taken entirely online, entirely on site, or through a combination of both. There are two concentrations in the program: Teaching and Curriculum Development. The OAS-Heller Scholarship: The University shall offer a 60% tuition discount for all Scholarship Recipients for each year or partial year of the following programs and the GS/OAS shall contribute up to $10,000 per Scholarship Recipient to cover part of the remaining costs of tuition and mandatory fees of the OAS-Heller Scholarship Recipients emolled in the following University's programs and durations: (a) MA in Sustainable International Development -SID.
