Introduction

Es un honor y un placer para mí estar en este dinámico y hermoso país Centroamericano, país de incontables bellezas naturales como los que nos rodean, y cuna de un pueblo hondureño cuyo calor humano y hospitalidad reconocida hemos disfrutado desde nuestra llegada. Gracias al pueblo y gobierno de Honduras por hacernos sentir tan en casa. Y para mi no es exageración el decir que me siento en casa, ya que como muchos sabrán soy originario de Belize, país vecino a Honduras por lo tanto soy Centroamericano y Caribeño a la vez.

En nombre de nuestro distinguido Secretario General, señor Luis Almagro, me permito brindarles la más calurosa y cordial bienvenida a Tela, Honduras, y a esta Tercera Reunión Interamericana de Ministros y Altas Autoridades de Desarrollo Sostenible.

El Secretario General Almagro hubiese querido estar aquí pero no le ha sido posible debido a razones de fuerza mayor, sin embargo, me ha pedido hacer patente sus disculpas y al mismo tiempo desearles el mejor de los éxitos en esta reunión. También en nombre del Secretario General y la OEA, deseo aprovechar esta oportunidad para reiterar el firme compromiso de nuestra Organización de seguir apoyando y trabajando con Honduras de manera firme y decisiva para enfrentar esos retos como la corrupción que tanto daño le hacen a nuestros países.

An Opportune Moment

This meeting is taking place at an opportune time. Not only is it the first Meeting of Ministers and High Level Authorities that has been convoked within the last five years, but it allows us to seize upon the momentum generated after the adoption of the 17 Sustainable Development Goals by our Heads of State and Government less than a month ago at the United Nations.

Beyond providing a template for reporting on progress towards their attainment, these Sustainable Development Goals—SDGs-- promise to fundamentally transform the way decisions are made at the national, regional and global levels and to ensure that all relevant social, economic and environmental perspectives are taken into account.

Against this backdrop, this meeting of development actors and partners will to take stock of our individual and collective progress towards sustainable development and will provide a platform on which to fashion a strategic response to the new and emerging challenges that confront us.

A Tribute to our Hosts

Resulta ciertamente propicio que nos reunamos en esta pintoresca ciudad de Honduras pues como país sigue demostrando su liderazgo en varios frentes muy relacionados con los debates que sostendremos en los próximos dos días.

Honduras ha sido reconocido por sus esfuerzos en la promoción de la colaboración para la gestión de la biodiversidad. Un ejemplo de ello es el mundialmente conocido Parque Nacional La Tigra que abarca unos 238 km² de selva en la que se encuentran diversos ríos y cascadas, una extensa y variada población de mamíferos y más de 350 especies de aves.

Honduras ha sido objeto también de felicitaciones por su liderazgo en la gestión de la Reserva de la Biosfera Trifinio, junto con sus vecinos El Salvador y Guatemala.

Así pues, como verán ustedes, Honduras tiene mucho más que ofrecer que la extraordinaria habilidad de su equipo de fútbol y la hospitalidad sin paralelo de su gente.

The Imperative of Sustainable development

El mensaje principal que transmitimos todos el día de hoy desde Honduras, así como desde otros países centroamericanos y del continente, es que el desarrollo sostenible no es una opción, sino un imperativo. Este mensaje es tan pertinente y urgente hoy día como lo fue hace casi 20 años cuando los Jefes de Estado y de Gobierno se reunieron en la Cumbre de las Américas en Santa Cruz de la Sierra, Bolivia. En la Declaración de Santa Cruz emanada de dicha Cumbre, se reconoció que las estrategias para el desarrollo deben incluir la sostenibilidad como requerimiento esencial para el logro equilibrado, interdependiente e integral de los objetivos económicos, sociales y medioambientales.

Esta es una característica que también comparten los Objetivos de Desarrollo Sostenible. Sin embargo, tanto la Agenda 2030 para el Desarrollo Sostenible como los ODS también dejan en claro que el desarrollo sostenible requiere de tiempo para ver los logros pues ciertamente no se alcanzará en un plazo de 15 años. Aunque los esfuerzos sean sostenidos y focalizados, no será fácil revertir décadas de descuido y destrucción del medioambiente, así como tampoco será fácil solucionar las desigualdades existentes entre países y al interior de los mismos.

Para poder brindar una mejor calidad de vida a los pueblos del continente y al mismo tiempo preservar los recursos naturales de los cuales depende toda forma de vida, el desarrollo sostenible requerirá la adopción de políticas y estrategias claras y flexibles para que puedan adaptarse a las diversas formas de producción y consumo de bienes y servicios.

Nationality amidst Universality

You will know that at the United Nations, the SDGs have deliberately been crafted as universal goals leaving room for them to be adapted to national circumstances. In like manner, this is a principle that goes to the heart of the modus operandi of the OAS. Hemispheric cooperation on sustainable development does not require countries to have equal capacities and capabilities or be at the same level of development. Rather, hemispheric cooperation is based on the principles of equality and respect and the recognition that each country, however small, or challenged has something to offer.

This is the clear message that Honduras is sending to us all by exercising decisive leadership in bringing us here today.

This is the message that the Caribbean is sending to the developed countries through its exemplary leadership in negotiations on a new climate change agreement.

This is the message that Colombia sent to the other 193 member states of the UN in its steadfast leadership of the 2030 development agenda and its clarion call for the SDGs.

Our Hemisphere’s Report Card on Sustainable Development

It is a fact that nearly all regions and countries in our hemisphere have made purposeful strides towards sustainable development over the past 2 decades. Poverty levels and infant mortality rates have declined; access to clean affordable energy has increased as has access to education; infrastructure standards have improved as has environmental awareness; and generally, more sustainable development policies and strategies have been approved and are being implemented.

But our region’s report card also has some troubling news. Few countries have been able to shake off their vulnerability to external shocks and to disasters. The financial crisis of 2008 is still making it difficult for most countries to register adequate economic growth to create enough jobs and income to address the real social concerns of poverty, social exclusion, illegal drug trafficking, the spread of HIV/AIDS, the impacts of disasters and trans-national crime.

Land degradation and marine pollution continues unabated. Extreme weather continues to spread floods and drought over large parts of the region and intense desertification processes are evident including deforestation, and the erosion of basins. And when climate change is factored into the equation, a net worsening of environmental degradation is anticipated.

The OASs Response

The differing capacities of countries in our Hemisphere to promote and attain sustainable development places a burden of responsibility on the OAS to design and adopt a forward-looking agenda that offers to the Member States, sustained support in designing structured policies, programs and strategies that build their resilience and reduce their vulnerability to internal and external shocks.

While I am mindful of the myriad challenges that we are facing in the OAS at this time, particularly financial challenges, I make bold to suggest that this is not a time for the OAS to retreat from its mandate to foster sustainable development in our region. The risk of roll-back on several fronts such as democracy, human rights and security are simply too great.

I remain convinced that there are several ways in which the OAS can more efficiently and effectively apply its scarce financial resources towards supporting the needs of its members. The core approach must continue to be collaboration at all levels including among countries, between countries and the OAS and between the OAS and its other strategic partners.

The OAS through the Secretariat for Integral Development has an integral and critical role to play as a strategic partner in pursuing a shared, holistic and integrated sustainable development agenda throughout the Hemisphere that combines governance, economic, cultural social and environmental issues.

Conclusion

Excellences, Ministers and High Level Authorities, I see your strong presence here as evidence that the spirit of collaboration of which I spoke earlier is alive and well. Also, I see it as a powerful affirmation of your desire to work with and through the OAS in pursuing your sustainable development goals

The way forward – indeed the only way forward for us - is to work together with renewed purpose and vitality, with a clearer focus and a more deliberate strategy towards lasting peace, stability and sustainable development, thereby creating more rights for more people in our hemisphere.
