IX SUMMIT OF THE AMERICAS

It is truly an honor to be here with you, all of us together in the same room at last.

This is our hemispheric response to building back better, a conference dedicated to building a sustainable, resilient and equitable future for the Americas.

Our governments have been working together to develop an action plan on health and resilience so that we are able to adapt and respond and avoid the unprecedented impact that COVID-19 had has on all our countries.

It seeks to build a regional agenda for digital transformation, to support the technical modernization of our countries and economies, our members are looking toward the future of the environment in which we live.

We commemorate the 20th anniversary of the Democratic Charter by developing the Inter-American action plan on democratic governance. This is an ambitious agenda.

The Summits process is an important tradition that our community of States has established to offer us an anchor to which we can tie our collective aspirations for building a more secure and prosperous future for our citizens.

We need to make our hemisphere, our people safer. The hemisphere continues to be one of the most violent in the world. It is the most unequal region in the world. As our friends and colleagues said yesterday, there are far too many with so much to allow for so many to have so little.

It is the region that is the most dangerous for journalists who simply want to do their jobs. Narcopolitics, organized crime and corruption persist in eroding democratic institutions. We need solutions, urgent solutions, to ensure our people security and the possibility to have peace and live in peace.

We need to have common responses, like we did when the Russian aggression in Ukraine took place, that sent shock waves around the world. These are not challenges that our countries and our communities cannot face together. We definitely need to do it together.

We need to eliminate any form of discrimination in the hemisphere. Nobody should be discriminated against: race, gender, religion, LGBTI, persons with disabilities. We all urge to those who have not done it yet, to adhere to the Convention Against any Form of Discrimination. Access to rights and equity requires the elimination of all forms of discrimination.

We have a responsibility to promote and protect the fundamental rights of women and girls in all their diversity. It is a right of every individual to be free from all forms of violence and we must commit to urgently advancing a self-standing new global treaty to end violence against women and girls.

Voy a repetir: tenemos una responsabilidad de promover y proteger el derecho humano fundamental de todas las mujeres y niñas en su diversidad. Es el derecho de cada individuo a estar libre de toda forma de violencia y comprometerse a avanzar, de forma urgente, todos juntos, en un nuevo tratado global autónomo para poner fin a la violencia contra mujeres y niñas.

There is no reason why countries with so much wealth and such abundance of resources have sometimes extraordinary levels of poverty. Those countries which manage efficiently should inherently be able to deliver for the people.

Es inadmisible tener países ricos y pueblos pobres; países ricos, a veces, con más de 50 por ciento de pobreza.

We need better democracies. Democracy is most of the answer. Democratic institutions are sufficient to bring solutions and to deliver to the citizens.

La democracia es el respeto a mandatos constitucionales, es el mandato al respeto de elecciones justas libres y transparentes. En ese sentido, quiero destacar el papel de las Misiones de Observación Electoral (MOEs), que han demostrado capacidad para asegurar transiciones democráticas permanentemente, así como para identificar irregularidades, como el debilitamiento de autoridad electoral, paralización dolosa del sistema de transmisión de resultados, servidores clandestinos, manipulación de servidores ocultos, ingresos remotos indebidos al sistema, acceso de personas no autorizadas al sistema, información falsa respecto a servidores utilizados, llenado doloso de actas de escrutinio, quema de materiales electorales, irregularidades en manejo de actas de todas formas, ingresos inexplicables y no autorizados en el sistema, ingresos de actas indebidos siguen.

Tenemos capacidades. Estas son las capacidades que dan las MOEs. Nadie quiere elecciones en las que pase esto. Nuestra respuesta es siempre dar la mayor firmeza al respecto. Por eso el valor de las MOEs en la preservación de la integridad en los procesos electorales y en transiciones democráticas. El problema nunca pueden ser los hallazgos de este tipo de irregularidades; el problema es que estas irregularidades nunca, nunca deben existir.

We must resolve, we must take care of the lives of migrants. We cannot let our people disappear, we cannot let their human rights be violated, their lives matter just as much as yours and mine.

We cannot allow them to be lost, we must take care of their needs, we must protect them.
This is not enough, we must be willing to go to the very root of the mass migration and refugee problems in the hemisphere. My recognition to President Duque, President Lasso and Abinader for real solution for migrants.

Definitely, we need to address the issue of climate change, it should be specially addressed, it´s too costly for many of us.

We are the first border. CARICOM countries are the first border. Caribbean countries are the first border. Central American countries are the first border in the fight against climate change. We suffer devastation year after year when the hurricane season begins.

We must equip ourselves to tackle the ever-urgent climate crisis; a task that will require the investment of significant new resources. Climate change has brought with it high costs. Mitigation and adaptation have a price. We need this price to come from international sources, from international financial institution, from international financial resources.

It's unfair that the victims pay the price, and the profits go to others.

Tenemos que condenar cualquier guerra de agresión, la invasión de Rusia a Ucrania debe ser repudiada por todos y además decir que no necesitamos más armas en esta región y no necesitamos potencias de fuera de la región desestabilizando o apoyando militarmente dictaduras.

Necesitamos un nuevo nivel de asociación, a new level of partnership. It is time to build a common partnership of democracies in the hemisphere. This needs to be a new kind of partnership. It needs to deepen trade, increase cooperation, bring greater investment.

Necesitamos más comercio, más inversiones, más cooperación, necesitamos más flexibilidad financiera. Necesitamos refuerzos adicionales financieros para la recuperación económica y para el desarrollo. Necesitamos que se tengan especialmente en cuenta las necesidades y requerimientos de los países de ingreso medio.

Necesitamos que se tenga especialmente en cuenta y consideración a las demandas formuladas hoy aquí por los países del CARICOM.

Debemos ser conscientes que los países de CARICOM también tienen problemas muy fuertes en cuanto al ingreso de fuentes de energía y por lo tanto, deben ser capaces de obtenerlas de donde sea que sea más barata.

Es nuestro deber y nuestra obligación actuar siempre bajo las prerrogativas y mandatos de la Carta de la OEA, la Carta Democrática Interamericana y los instrumentos de derechos humanos.

No me hubiera gustado que en esta Cumbre, en esta sala estuvieran presentes Augusto Pinochet, Rafael Videla o Gregorio Álvarez. No me hubiera gustado para nada que estuvieran en esta sala.

La dictadura no es un tema de ideología, debemos ser enfáticos en que nuestra empatía está con las víctimas de las dictaduras, con aquellos que desaparecieron y la familia de los mismos, los que han sido asesinados y la familia los mismos; los torturados, los presos políticos, esos son los pueblos que tienen que estar aquí.

Siempre se ha estado listo para cooperar y trabajar con los países del hemisferio, bajo todos los preceptos que todos deben guiarnos y son los valores que inspiran la existencia de la OEA, principios y valores fundamentales de democracia, de derechos humanos, de seguridad, de desarrollo.

Ante las dificultades y esfuerzos permanentes y mano tendida para cooperar. Ante la división, vocación de unión. Ante las dictaduras la firmeza de siempre. De sus voceros convicción democrática.

Ante todo paz y democracia para las naciones de nuestro hemisferio, fundamentalmente más derechos para más gente.
