Universal Civil Identity Program in the Americas (PUICA)
The OAS Universal Civil Identity Program in the Americas (PUICA by its Spanish
acronym) supports Member States in their efforts to eradicate
under-registration, in order to ensure recognition of the right to civil
identity for all persons in the region. All PUICA activities are geared towards
fulfilling the five objectives set forth in the Inter-American Program for
Universal Civil Registry and the Right to Identity:
Universalization and accessibility of civil registration and the right to identity
Strengthening policies, public institutions and
civil identity legislation
Citizen participation and awareness
Identification of best practices
International and regional cooperation
through the Latin America and Caribbean Council for Civil Registration, Identity
and Vital Statistics (CLARCIEV by its
Spanish acronym)
Since 2010, PUICA has implemented technical cooperation projects in 19 of the 34
OAS Member States in Central, South America and the Caribbean. As a result of
PUICA’s support, more than 19 million birth certificates and identification
cards has been issued. Current beneficiary countries include the Dominican
Republic, Ecuador, El Salvador, Guatemala, Haiti and Honduras.
