EXCHANGE OF LETTERS BETWEEN THE INTERNATIONAL CRIMINAL COURT AND THE GENERAL SECRETARIAT OF THE OAS FOR THE ESTABLISHMENT OF A FRAMEWORK COOPERATION ARRANGEMENT

Allow me to begin these brief remarks by thanking all of you and especially Sang-Hyun Song for being here today as President of the International Criminal Court. You have been able to come meet us here at the signing of this establishment for a Framework Cooperation Arrangement between the quoted and the Organization of American States.
We know your distinguished career and the many things that you have done, not only for the service of your country but for the humanity; not only in the field of force enforcement but the causes for women and the work with children.

This is a special signing ceremony, because it brings back memories from my own time as Foreign Minister of Chile. On September 11th, 1998 I signed on behalf of Chile the Rome Statute. The chosen date was of enormous symbolism and historical relevance to my country and for myself: it was the 25th anniversary of the military coup that changed for many of us life as we knew it.

Several countries in the hemisphere have had similar experiences and our societies have had to deal with the scars that such painful events left behind. We have learned from our own experiences that impunity for the most serious, heinous crimes, threatens internal and regional stability in our nations.

The International Criminal Court represents a landmark in the history of international law, international criminal law and International humanitarian law and in the international endeavor to fight impunity against gross violations of human rights.

The OAS, has adopted annual resolutions on the promotion of the International Criminal Court as well as guiding principles for judicial cooperation with the Court.

This Framework Cooperation Agreement is therefore an important step in consolidating our ties with the Court and it will allow us to cooperate in areas of common interest, such as the promotion and dissemination of international criminal law, the exchange of information and documents on the matter, and most importantly, it is a mean of promotion and dissemination of principles, values to which all of us adhere to.

I would like to express on behalf of the General Secretariat and of all members of the organization our commitment to continue our support to the work of the International Criminal Court in ways that contribute to peace as well as justice, both main elements in the establishment of a “culture of accountability” in our continent and through the world.
