PETER DESHAZO, DEPUTY U.S. PERMANENT REPRESENTATIVE
SPECIAL SESSION OF THE PERMANENT COUNCIL TO CONSIDER SUPPORT FOR INICIATIVES BY NICARAGUA TO SAFEGUARD REPRESENTATIVE DEMOCRACY AND THE RULE OF LAW

September 25, 2002 - Washington, DC

Thank you, Mr. Chairman.

Mr. Chairman, the delegation of the United States is pleased to join consensus on this important resolution.

The United States lauds and supports President Bolanos’ efforts to combat corruption and his refusal to allow impunity by any member of the Government, past or present, regardless of rank. We agree with the widely-held view in Nicaragua that no one is above the law.

Corruption eats away at the institutions of society, weakening their legitimacy and mocking the faith of honest citizens in democracy. Corruption picks the pockets of the law-abiding, diverting resources from the common good and undermining economic development.

The OAS is firmly committed to fighting corruption in our Hemisphere. This resolution very properly evokes the Inter-American Democratic Charter in underscoring the need for transparency, good governance, and respect for the rule of law as essential components in the exercise of democracy and calling on the nations of the Hemisphere to support the Government of Nicaragua in its campaign against corruption. It also acknowledges the key role of the Inter-American Convention Against Corruption in coordinating regional action to fight this menace. As Secretary General Gaviria confirmed in a recent press interview – and as this resolution demonstrates -- the battle against corruption indeed occupies a priority position in the OAS agenda.

Let us hope that this resolution – and the example of the Government and people of Nicaragua to counter corruption – will encourage all of us to take individual and collective action to make good governance and respect for the rule of law the norm throughout our Hemisphere.

Thank you, Mr. Chairman.
