OAS ELECTORAL OBSERVATION MISSION TO ECUADOR
BEGINS MONITORING OCTOBER 15 GENERAL ELECTIONS

  August 15, 2006

The Electoral Observation Mission of the Organization of American States (OAS) has begun its first visit to Ecuador, to learn firsthand about the electoral authorities’ efforts to ensure that the October 15 general elections take place with complete constitutional guarantees.

The team is headed by Rafael Bielsa, former Foreign Minister of Argentina and current Member of Parliament. He is accompanied by Deputy Chief of Mission Moises Benamor, principal specialist of the OAS Secretariat for Political Affairs, and by special advisor Marcelo Von Schmeling.

Bielsa noted that the main purpose of the OAS Mission is to convey to the people and democratic institutions of Ecuador a message of inter-American support and solidarity. He added that this visit will also be used to gather relevant, reliable information about the development and progress of the electoral process, which will allow him in due time to inform the OAS Secretary General and the Organization’s political bodies.

The members of the observation team will meet with the Minister of Foreign Affairs and the Supreme Electoral Tribunal, as well as with other authorities and individuals.

The Electoral Observation Mission will follow the different phases of the pre-electoral period, and during its next visit will incorporate experts on electoral organization, legislation, political campaigns and polling, technology and other aspects related to the process.

During the next visit, the Chief of the Mission will meet with presidential candidates and key national, regional and local politicians, to hear their impressions and concerns regarding the democratic exercise that Ecuadorians will carry out next October.

The OAS Mission plans to meet with all political and social players who wish to share their suggestions, concerns, complaints and charges that they may have regarding the electoral process.
