Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

OAS Member States Approve Organization’s 2012 Budget

The Member States of the Organization of American States (OAS) today approved the regular fund budget of the hemispheric institution for 2012, during the 42nd Special General Assembly held at Organization headquarters in Washington, DC.
The Secretary General of the OAS, José Miguel Insulza, thanked all Member State representatives for their work and for the approval of the 2012 budget. He highlighted that “though we face a complex situation, we do have a balanced budget and this institution is without debts.”
The head of the Organization offered an analysis of the budgetary situation and urged Member States to conduct a debate so the number of mandates assigned to the Organization matches its budget, and he called on them to fulfill and meet their quotas in order to avoid taking on debts. At the same time, he made a commitment before the General Assembly to conduct internal reforms in the General Secretariat to increase the size of the Organization’s reserve fund.
The Chair of the Assembly and Permanent Representative of Barbados, John E. Beale, thanked the collaboration of the Permanent Representatives and also called on countries to find ways to improve the economic stability of the Organization. “We need to do some thinking amongst ourselves to decide what do we want and take it forward,” said Ambassador Beale, who presides over the Permanent Council’s Committee on Administrative and Budgetary Affairs (CAAP).
During the meeting, the Permanent Representative of Chile, Dario Paya, announced that his country will in the coming weeks provide early payment of its corresponding 2012 quota. "It is but a small gesture that we hope will translate into the possibility of moving beyond this juncture," Ambassador Paya said.
The representatives of the following countries also intervened during the special session of the General Assembly: Nicaragua, Panama, United States, The Bahamas (on behalf of CARICOM), Costa Rica, Mexico, Chile, Uruguay, El Salvador, Dominican Republic, Guatemala, Peru, Brazil, Canada, Ecuador, and Bolivia.
