OAS Permanent Council Continues Debate on the Strengthening of the Inter-American System of Human Rights

The Permanent Council of the Organization of American States (OAS) met today in a special meeting to continue the debate over the proposals of the Member States on the “Report of the Special Working Group to Reflect on the Workings of the Inter-American Commission on Human Rights (IACHR) with a View to Strengthening the Inter-American Human Rights System".

The meeting, which was held in the Simón Bolivar Hall of the OAS, focused on four specific issues within the framework of the Report of the Working Group; the challenges and medium and long-term objectives of the IACHR, the use of “precautionary measures” by the Commission, procedural matters in processing cases and individual petitions, and the mechanism of friendly settlements.

The examination and discussion by the Permanent Council are part of the second phase of the process that will culminate in March 2013 at the latest with the debate and eventual approval in a special meeting of the General Assembly of the proposals for the strengthening the Commission, according to the timetable established by the General Assembly of Cochabamba, in June of this year. The process began in June, 2011, with the creation of the Special Working Group of the Council that presented its Report of recommendations in January 2012.

During the meeting, the representatives of Ecuador, Nicaragua, Argentina, Dominica, Honduras, Brazil, Venezuela, Panama, Canada, Paraguay, Peru, Guatemala, Costa Rica, the United States, Jamaica, Chile, Suriname, and Colombia all participated, as well as the Permanent Representative of Mexico, in his capacity as Chair of the Permanent Council. The Secretary General of the OAS, José Miguel Insulza, and the Assistant Secretary General, Albert Ramdin, were present at the meeting.
