Assistant Secretary General of the OAS Calls for increased awareness of UN Security Council Resolution 1540

Speaking at a meeting in New York city, hosted by the Permanent Mission of Finland, to present the work of the Organization of American States (OAS) in support of UNSC Resolution 1540, the Assistant Secretary General of the OAS, Ambassador Albert Ramdin insisted that greater promotion of this resolution is needed in the Americas. UNSCR1540 mandates the implementation of controls on materials and equipment associated with nuclear, chemical and biological weapons and criminalizes proliferation.
The high ranking OAS official stated that “to make Resolution 1540 work we need to demonstrate that there are tangible development benefits to countries that take measures to promote and implement the non-proliferation of weapons of mass destruction.”
At the same time, the OAS Ambassador Ramdin underscored that the implementation of “1540 must recognize the diversity of primary interests in the Americas and, to that end development objectives must be combined with efforts to improve security. Fostering ownership and buy-in among the different stakeholders in society, Ramdin highlighted, would eventually generate political will from Governments, legislative representatives and non-state actors,” he added.
The OAS ASG believes that the implementation of Resolution 1540 will help achieve the ultimate objective of multilateral collaboration in the fostering of peace, security and prosperity, which would ultimately lead to safer societies and opportunities for economic progress.
The meeting concluded with an invitation from the Austrian government for a second meeting to discuss the renewal of the resolution and the role of regional organizations in promoting full compliance at the global and hemispheric levels.
