OAS and ONPE Organized International Seminar in Peru on Electronic Voting

The Organization of American States (OAS) and the National Office on Electoral Processes of Peru (ONPE) organized in the Peruvian capital the seminar "Comparative Experiences in the Implementation of Electronic Voting," an initiative that seeks to promote the exchange and transfer of best practices and lessons learned in the implementation of such systems in the Americas and Europe.
In the seminar’s opening ceremony, the Director of the OAS Department of Electoral Observation and Cooperation, Betilde Muñoz - Pogossian stressed the need to continue promoting spaces for discussion and exchange of ideas on the use of technology in electoral processes, as these are an essential part of the "chain of factors that can generate the conditions for holding free, fair and transparent elections." In this context, Muñoz-Pogossian reiterated the OAS commitment to continue to support the strengthening of democratic processes in the region.
The ONPE Chief, Mariano Cucho Espinoza, stressed the importance of modernizing state management and the role that his office plays in this process. Cucho said that the ONPE’s vision "is to be a leading institution and, as this is a legal mandate, the challenge is to implement the electronic voting system gradually and progressively."
For his part, the Chair of the National Elections Jury of Peru, Francisco Távara Córdova said it is necessary to propose alternatives in technological terms for the implementation of these systems and, "above all, in strategies to legitimize electronic voting, raise awareness among the general public and political actors to identify and promote the potential benefits of this voting method."
The two-day seminar brought together experts from different countries of the region and Europe to share their experiences in the implementation of electronic voting systems, internationally accepted standards, as well as issues related to security and confidentiality that have been incorporated in existing systems. Peru, as host country, made a presentation on its efforts to implement an on-site electronic voting system.
