OAS Supports Review of the CARIFORUM-EU Economic Partnership Agreement in Belize
October 8, 2010
On October 8, 2010, the Ministry of Foreign Affairs and Foreign Trade of Belize hosted a public, half-day consultation with local stakeholders on the Legal Review of the CARIFORUM-EU Economic Partnership Agreement, a study prepared with the support of the Department of Economic Development, Trade and Tourism of the Organization of American States (OAS) and the Canadian International Development Agency (CIDA).
Numerous organizations from the private and public sectors attended the briefing, including the Chamber of Commerce, the Coalition of Services Providers, the Belize Bar Association, the Public Service Union, and BELIPO.
Alexis Rosado, the Chief Executive Officer of the Ministry of Foreign Affairs and Foreign Trade, thanked the OAS for its ongoing support to Belize in the area of trade capacity building and underscored the importance of the need for collaborative work on the implementation of trade agreements. He expressed the need for ongoing dialogue on issues of importance, such as the harmonization of legislation, if Belize is to truly benefit from the EPA and other similar agreements.
The OAS representative in Belize, Kim Osborne, emphasized that trade offers enormous opportunities for human development. “Under the right conditions, it has potential for reducing poverty and narrowing inequality.” She also noted that “taking advantage of trade opportunities remains an unfinished business and a challenge for all. The negotiation, implementation and administration of trade agreements confront Caribbean countries and also our neighbors in Latin America with capacity-building challenges.”
Osborne added that “even the best trade rules will not generate benefits if the agreement is not effectively implemented. This is why the OAS has worked closely with the Ministry of Foreign Affairs and Foreign Trade to help the Government of Belize identify what needs to be done to implement the Economic Partnership Agreement in a manner that can yield true benefits to the country.”
