The OAS and the Spanish Community of the Basque Country to Cooperate on Issues of Competitiveness and Good Governance

The General Secretariat of the Organization of American States (OAS) and the Spanish Autonomous Community of the Basque Country today signed a declaration of intent by which the two institutions will cooperate on issues related to competitiveness, institutional strengthening, transparency and e-government.

At the signing ceremony, held at OAS headquarters in Washington, DC, the Secretary General of the OAS, José Miguel Insulza, said that the areas of the agreement that have been established for the declaration of intentions "are consistent with the themes that we have in common," and highlighted the positive changes that the Basque Country has recently made. "We are very pleased to have this relationship, which grew out of the conversations we held with Lehendakari Patxi López, President of the Basque Government, during his visit to here last October," he said.

The head of the hemispheric organization highlighted the improvements to its competitiveness that Latin America could achieve with agreements like the one signed today, because according to the latest report from the World Economic Forum, "the region still has a lot of work to do in this area, and we hope to be able to learn from a modern and advanced society like the one you have built."

For his part, the Secretary General of External Affairs of the Autonomous Community of the Basque Country, Guillermo Echenique, alluded to the changes that have marked the recent history of the Basque country and noted that his region "is a country with a rich modern fabric, an innovative industry, and with its own ancestral millenarian culture." The Basque people, he continued, "have carried out great economic and entrepreneurial initiatives throughout history." He also mentioned that a delegation from the Basque Country will participate at the Americas Competitiveness Forum to be held this month in Cali, Colombia.

Finally, Ambassador Jorge Hevia, Permanent Observer of Spain to the OAS, welcomed the initiative of both sides, which he set forward as an example of his country's support for the organization. "This event is a wonderful image of what our commitment to the OAS is and our willingness to facilitate relations with an autonomous community in Spain as dynamic as the Basque country," he said.
