INSULZA CONCLUDES FIRST VISIT TO BELIZE

The Secretary General of the Organization of American States (OAS), Jose Miguel Insulza, has concluded a historic first visit to Belize. The stay, which took place August 7-9, was the result of an official invitation extended by the Prime Minister of Belize, Dean O. Barrow, during his trip to the OAS Headquarters in Washington, DC, in March 2008.

During his visit, the Secretary General held meetings with Prime Minister Barrow, in which they discussed matters related to areas of cooperation between the OAS and Belize. Insulza reaffirmed his commitment to assisting in new initiatives such as support for the development of the micro-enterprise sector, preparing a market analysis of Belizean communities abroad, with a view to strategically engaging them as partners in the development of the country.

With Prime Minister Barrow and the Minister of Foreign Affairs, Wilfred Elrington, Insulza addressed the role of the OAS in the new phase of negotiations to take the territorial dispute with Guatemala to the International Court of Justice. The Secretary General assured both Barrow and Elrington of the Organization’ continued commitment to facilitate the process, and particularly to continue to support the Confidence Building Measures in effect between the two countries.

Insulza also met with the members of the Negotiating Team (NT) and the Advisory Council on the Claim (ACGC), who reported on the internal process that is being prepared to sensitize the Belizean public on taking the dispute to the International Court of Justice. The Secretary General agreed with the ACGC members that “it is a crucial component of such an important national process to keep the people informed,” and offered the full support of the OAS in that regard.

Finally, the head of the OAS held a meeting with the Leader of the Opposition, John Briceno, and visited the Caribbean Community Climate Change Center (CCCCC), where he was briefed on the work that the Center carries out to assist CARICOM countries in mitigating and adapting to climate change, and in supporting the global effort to confront these challenges. Earlier this year, the OAS and the Climate Change Center signed an agreement to work jointly on this very significant issue.
