OAS ELECTION MONITORS HEADING TO VENEZUELA

  November 8, 2005

The Organization of American States (OAS) will be monitoring Venezuela’s December 4 parliamentary elections, under an agreement that will be signed in Caracas on Friday with the Venezuelan National Electoral Council.

José Miguel Insulza, the OAS Secretary General, announced today that the electoral observation mission will be headed by Rubén M. Perina, special advisor with the organization’s Department of Democratic and Political Affairs. Perina had led a preparatory mission to Venezuela last August to evaluate the election atmosphere on the ground there.

For the upcoming elections, Perina arrives in Caracas Wednesday accompanied by Deputy Chief of Mission César Arias and a team of election experts. “The OAS will continue to support the elections authorities, political parties and the citizenry in their effort to bring about in Venezuela an electoral process that is as reliable as possible,” the Mission Chief stated.

Yesterday, Assistant Secretary General Albert R. Ramdin and Venezuela’s Alternate Representative to the OAS Ambassador Nelson Pineda signed an agreement at OAS headquarters, covering the privileges and immunities to be accorded the observers for this mission.
