COUNTRIES OF THE REGION PRESENT JOINT STATEMENT ON IMMIGRATION ISSUE

  October 25, 2006

At today’s regular meeting of the Permanent Council of the Organization of American States (OAS), member countries presented views on “emerging migration issues,” an item requested for inclusion on the agenda by the Permanent Mission of Mexico.

A statement presented by Mexico, with the support of 27 other countries of the region, expresses “deep concern regarding the decision adopted by the United States to build and extend a wall on its border with Mexico, considering it to be a unilateral measure that goes against the spirit of understanding that should characterize how shared problems between neighboring countries are handled and that affects cooperation in the hemisphere.”

Mexico’s Permanent Representative to the OAS, Ambassador Alejandro García Moreno, read the text of the joint declaration, then several other delegations took the floor to address the issue.

The Deputy Permanent Representative of the United States to the OAS, Ambassador Robert Manzanares, explained to his colleagues that his delegation had worked with the countries to try to draft a declaration on the issue that could be adopted by consensus, but that this was not possible. He said the U.S. Mission could not support language in a declaration that goes against the decisions of its legislative bodies.

The Permanent Council, chaired by Ambassador Marina Valere, the Permanent Representative of Trinidad and Tobago to the OAS, noted that the statements made on this important issue will be included in the minutes of the meeting.
