OAS Permanent Council Meets to Monitor Crisis in Paraguay

The Permanent Council of the Organization of American States (OAS) convened this morning in a special session to follow the events taking place in the Republic of Paraguay, where President Fernando Lugo is being subjected to impeachment proceedings begun by Congress on Thursday June 21.

The Secretary General of the OAS, José Miguel Insulza, briefed the Council in detail on the order of the events since yesterday in Paraguay as well as the discussions held Thursday afternoon, and reiterated his call to "respect the standards of due process" to which every citizen is entitled. In this regard, Secretary General Insulza said it is "indispensable" to respect "the transparency of this process and the existence of constitutional norms in Paraguay" and expressed concern about "the very short time" given to President Lugo to defend himself against the allegations.

The Secretary General also reported that in recent hours he has spoken by telephone with the President of Paraguay, the Vice President, the Foreign Minister and other senior Paraguayan officials, as well as several Foreign Ministers of UNASUR (Union of South American Nations) who are present in Asuncion, the capital of Paraguay.

The head of the OAS said on Thursday night he appointed the Permanent Representative of the OAS in Uruguay, John Biehl, to travel to Paraguay and head a working group to follow the internal conflict on site and help in its solution.

During the meeting of the Council the representatives of Paraguay, Nicaragua, Mexico, Venezuela, USA, Colombia, Brazil, Argentina, Ecuador, Canada, Bolivia, Uruguay, Peru and the Dominican Republic all participated, in that order. The Permanent Council closed its session, but continues to monitor the events in Paraguay.
