Deputy Minister of Security of El Salvador Highlights OAS Support for the Peace Process between Gangs

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today met with the Deputy Minister of Justice and Public Security of El Salvador, Douglas Moreno, who expressly thanked the hemispheric organization for its support of the peace process between gangs which has been implemented in the Central American country in recent months and has reduced significantly the number of homicides.

Deputy Minister Moreno emphasized the support for this peace process from different sectors of Salvadoran society, especially the business sector, which has created sources of jobs for gang members who want to reintegrate into society.

Secretary General Insulza said that "getting the private sector to collaborate in the employment of young people is very important" for the peace process in El Salvador to continue moving forward. In this regard, the OAS Secretary General reiterated the need to develop strategies to encourage young people to involve themselves in society through government programs that are based on prevention and care for people with drug abuse problems.

Secretary General Insulza and Deputy Minister Moreno also discussed the visit that the head of the OAS will make to El Salvador in July, when he will meet with President of El Salvador, Mauricio Funes, and other authorities.

Deputy Minister Moreno attended the meeting - which was held at OAS headquarters in Washington, DC - accompanied by Ricardo Martinez, CEO of Rio Grande, a Salvadoran company which exports dairy products to the United States, and has a program to hire former gang members who want to reintegrate into society. The Interim Ambassador of El Salvador to the OAS, Luis Menendez-Castro, and its Alternate Representative, Cesar Martinez, also attended the meeting.

The Secretary for Multidimensional Security of the OAS, Ambassador Adam Blackwell, accompanied Secretary General Insulza during the interview. Ambassador Blackwell, who has visited several detention centers in El Salvador recently, highlighted the implementation of some OAS programs in El Salvador such as POETA (Partnership in Opportunities for Employment through Technology in the Americas) and PROCCER (Training and Certification Program for Drug and Violence Prevention, Treatment, and Rehabilitation) among others.
