The Norwegian Foreign Minister, Jan Petersen, accompanied by his political advisors and representatives of the Norwegian Permanent Observer Mission to the Organization of American States (OAS), met with OAS Secretary General José Miguel Insulza today to exchange views on hemispheric issues of major concern.
Speaking on Norway’s interest in raising its profile in the region, Petersen underlined his country’s steadfast and continued support to the hemispheric organization, particularly in the areas of demining and democratic governance in Central America, and, most recently, in promoting political dialogue in Haiti.
The informal setting allowed for the two heads to talk at length about the challenges facing the OAS member states, specifically in those countries threatened by political instability, such as Bolivia, Colombia, Ecuador, Haiti, and Nicaragua.
Insulza underscored that the OAS is a political organization and, therefore, during his term in office he will give priority to those political issues that need urgent attention, namely strengthening democratic governance, observing human rights and enhancing rule of law, while at the same time taking into account the different needs of the 34 member states and the financial possibilities of the Organization.
“Given our limited resources, we have to make sure that what we do, we do it well, instead of trying to take on too many responsibilities, which we might not be able to deal with in view of the critical lack of funds.” The OAS leader also stressed the need to work harder at preventive diplomacy “to protect our young democracies” and invest in natural disaster reduction strategies, “since we live in a region prone to disasters.”
The Norwegian Foreign Minister praised the Organization for its work and role in the hemisphere and ensured Insulza that the new Norwegian government, which will take office in approximately three weeks, would continue to support OAS efforts. Norway became a permanent observer to the OAS in 2000 and is the Organization’s second largest donor.
