ITALIAN OBSERVER UPDATES OAS ON HISTORIC
EUROPEAN UNION CONSTITUTIONAL TREATY

  November 5, 2004

The historic European Constitutional Treaty, signed by the European heads of government and foreign ministers in Rome last October 29, is unlike any other because “the way it was drafted, its content and its symbolism set this treaty apart,” Italy’s Permanent Observer to the Organization of American States (OAS) told the Organization’s Permanent Council today.

Ambassador Geri Schiavoni went on to tell the Western Hemisphere diplomats that, “by establishing a constitution for Europe, member states have acknowledged the virtual existence of a European society, the citizens of which make their voices heard in a political Europe that champions the values upon which its Union is based.” He further described the European integration process as a success story—“A story of the reunification of our continent, peace between [and among] our nations, economic integration, and solidarity with the least developed regions and countries.”

Pointing to the series of important treaties that culminated in the landmark European constitution signed recently, the Italian diplomat stressed that each treaty has “provided a stone to pave the way.” He outlined the process involved in having the draft constitutional treaty publicly debated, amended and accepted by the European Council.

As well, Schiavoni explained that as guardian of the democratic legitimacy of the European Union, the European Parliament is now taking its place as a true co-legislator, “thanks to an increase in the scope of co-decisions to cover areas such as justice and home affairs, which have been given a significant boost in an effort to combat terrorism and cross-border crime.” He also identified a multinational financial framework among mechanisms to be adopted by European Parliament agreement.

Ambassador Aristides Royo of Panama, Chairman of the Permanent Council—the OAS’ second highest decision-making body—expressed the member states’ appreciation for Ambassador Schiavoni’s presentation and renewal of Italy’s commitment to working even more closely with the OAS.
