GOVERNMENT OF PERU REPORTS TO THE OAS ON INCIDENTS IN BAGUA AND REAFIRMS COMMITMENT TO HUMAN RIGHTS

The Permanent Representative of Peru to the Organization of American States (OAS), Ambassador María Zavala Valladares, reported Tuesday to a special meeting of the OAS Permanent Council on the recent incidents in Bagua, in the northwest, and defended the decision of the Peruvian Government. Ms. Zavala highlighted that the Executive branch maintains a “firm commitment to democracy, promotion and protection of Human Rights and full validity of the Rule of Law.”

Ambassador Zavala reported that the Peruvian Government is “already taking the necessary steps to solve the case”. She explained that several demonstrations by indigenous groups resulted in “violent clashes” with police forces, which produced thus far 33 deaths, 24 of them among police units.

The Peruvian Representative also mentioned the roots of the conflict, focused on the disagreement of some indigenous groups with several decrees by the Peruvian Government regarding Amazon deforestation and exploitation of natural resources. Ambassador Zavala said that “at all times”, the Peruvian Government kept lines of dialogue open with indigenous leaders, and even reported “substantial achievements” in the negotiations.

The Representative to the OAS stressed that the Government of President Alan García is “willing to dialogue with all sectors” to solve the conflict by peaceful means. “The Peruvian State is determined to use all constitutional mechanisms to prevent new and greater acts of violence that might worsen the current social conflict,” she said.

Ambassador Zavala also highlighted the “firm commitment” of the Peruvian Government and State to “democracy, promotion and protection of Human Rights and full validity of the Rule of Law.” In that regard, she emphasized that “persons involved will still enjoy all guarantees and right to due process. “The will be treated all equally, they will obtain legal assistance and will be supervised by the competent local authorities,” she said.

The Permanent Council, under the Chair of the Permanent Representative of Haiti, Ambassador Duly Brutus, took note of the report by the Peruvian delegation and sent condolences to the families of the deceased. Also held the floor during the special meeting Representatives of Argentina, Colombia, Ecuador, Venezuela, Bolivia, Canada, Chile, Panama and Brazil, who expressed solidarity with the Peruvian Government and People.
