PREPARATIONS BEGIN FOR FOURTH SUMMIT OF THE AMERICAS

Representatives of the hemisphere’s 34 democratically elected governments today began a two-day meeting at the Organization of American States (OAS), where they will debate for the first time the central theme proposed for the Fourth Summit of the Americas, scheduled to take place in November 2005 in Argentina.
The meeting of the Summit Implementation Review Group (SIRG) will examine aspects of the theme that will be the focus of discussion among the region’s heads of state and government: “Creating Jobs to Confront Poverty and Strengthen Democratic Governance.” Argentina, as host country, proposed this topic at the last SIRG meeting, held last June in Quito, Ecuador, during the OAS General Assembly.
The SIRG is made up of representatives of each country, most of whom are deputy ministers or assistant secretaries, who are charged with implementing the mandates from the Summit Plans of Action. The meeting will be chaired by Jorge Taiana, the Secretary of Foreign Relations in Argentina’s Ministry of Foreign Relations, Trade and Worship.
During the first day of the meeting, representatives will review progress in implementing various mandates from the Special Summit of the Americas, held last January in Monterrey, Mexico, and the Third Summit of the Americas, which took place in 2001 in Quebec City, Canada. The mandates relate to economic growth with equity, reduction in poverty and competitiveness, among other topics.
On Wednesday, the SIRG will meet with representatives of some 30 civil society organizations to hear their initial contributions to the issues of the Fourth Summit. The meeting with civil society, which begins at 9 a.m. in the Hall of the Americas, will be open to the press.
