MEETING FOCUSES ON DECENTRALIZATION AND CITIZEN PARTICIPATION IN THE AMERICAS

  September 24, 2003

Ministers and high-level authorities responsible for decentralization, local government and citizen participation today begin a meeting in Mexico City to examine policies aimed at strengthening local governance throughout the hemisphere. The three-day meeting, which follows up on Summit of the Americas mandates, also seeks to coordinate strategies for forging alliances between the public sector and civil society.

The Organization of American States (OAS) is sponsoring the meeting through its Unit for the Promotion of Democracy (UPD), which serves as the technical secretariat for the recently created Inter-American Network on Decentralization. Known by its Spanish acronym RIAD, this network of governments establishes links among key players in the process of decentralization, including local and regional governments, civil society groups and international agencies.

The Mexico meeting is intended to strengthen RIAD, promote dialogue on decentralization strategies and adopt a plan to guide the network’s efforts over the coming two years.

OAS Secretary General Cesar Gaviria is expected to address the meeting at the closing session this Friday.
