OAS PERMANENT COUNCIL EULOGIZES LATE
BOLIVIAN DIPLOMAT CARLOS CASAP

The late Bolivian diplomat Carlos Casap, a former ambassador to the Organization of American States, was eulogized by the OAS Permanent Council as an outstanding figure of the Americas. Ambassador Casap, who died in Bolivia last week, was also remembered for his dynamic role coordinating the planning for the 1996 Summit of the Americas on Sustainable Development, held in Santa Cruz de la Sierra, Bolivia.

After Permanent Council Chairman Ambassador Raymond Valcin of Haiti led the Council into observing a minute of silence in the diplomat’s memory, during a regular meeting on Wednesday, the current Bolivian Ambassador María Tamayo hailed Casap as an outstanding Bolivian diplomat and international civil servant, as well as a good man.

She recalled Casap’s career highlights, including twice serving as Bolivia’s Ambassador to the OAS, the latter time from 1993 to 1997; serving with the United Nations Security Council; and serving in various positions with the Bolivia government, including the Ministry of Foreign Affairs.

Ambassador Tamayo invited her hemispheric colleagues to sign a book of condolences opened at the OAS, noting that the book would then be forwarded to the authorities in Bolivia and to the Casap family.

In his own remembrances, Guyana’s Ambassador Odeen Ishmael spoke about Carlos Casap as a good friend and jovial person. He recalled their close collaboration, particularly on preparations for the Bolivia Summit, which, according to Ishmael, will remain in OAS history as “the hallmark of the work of Ambassador Casap.”

The Chairman also asked Ambassador Tamayo to convey the Permanent Council’s condolences to the Casap family and to the Bolivian government.
