OAS Secretary General Designates Special Envoy to Travel on his Behalf to Venezuela

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, received an invitation from the President of the National Electoral Council of Venezuela, Tibisay Lucena, to be present in Caracas to mark the presidential election on Sunday April 14, 2013.

On behalf of Secretary General Insulza, the former Governor of New Mexico, Bill Richardson, will travel to the country as a Special Envoy, along with the Secretary for External Relations of the OAS, Alfonso Quiñonez.

It should be noted that in view of the current regulations in Venezuela and the internal provisions of the OAS, this visit should not be understood or interpreted as electoral observation.
