Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS ADOPTS MEASURES TO INCREASE CIVIL SOCIETY PARTICIPATION

In a resolution passed today, the Organization of American States adopted a series of strategies to increase and strengthen civil society participation in the Organization’s activities.
The resolution instructed the General Secretariat to actively promote the registration of civil society organizations and their participation in OAS activities and to transmit to organizations registered with the OAS the resolutions adopted at each session of the General Assembly, soliciting their comments and their assistance in effectively implementing those resolutions, as appropriate.
Besides promoting “broad use of the OAS website by civil society in the Hemisphere as a primary tool of information and participation,” the OAS is also to consult with civil society organizations that express interest regarding “draft conventions or other legal and political instruments of hemispheric scope, so that said organizations may provide their input.”
The resolution was adopted after an update by the Chairman of the Committee on Inter-American Summits Management and Civil Society Participation in OAS Activities, Canada’s Ambassador to the OAS Paul Durand. The Chairman said that with the adoption, the Permanent Council is not only implementing the General Assembly’s mandate but as well a mandate from the Heads of State, contained in the Action Plan of the Third Summit of the Americas.
Ambassador Durand said the resolution reflects the consensus that emerged after a very intense debate; is a development that stems from the experiences with applying the guidelines; reflects the views of member states; and includes suggestions from civil society organizations.
Since 2000, some 63 civil society organizations—national and international—have been registered to participate in OAS activities.
