CICTE of the OAS Concludes Annual Meeting on the Prevention and Combating of Terrorism

The Inter-American Committee against Terrorism (CICTE) of the Organization of American States (OAS) today concluded its fourteenth annual meeting, which was focused on the search for mechanisms designed to counter crimes committed by terrorist groups to finance their activities and how to fortify responses to terrorism through strengthening the criminal justice systems in the region.
During the final plenary session, the member states adopted the CICTE Working Plan for 2014 which includes the program of activities in the following areas: 1) Border Controls, with particular attention to maritime security, aviation security, document security and fraud prevention, immigration and customs and assistance for United Nations Security Council Resolution 1540 implementation. 2) Legislative assistance and combating terrorism financing. 3) Protection of critical infrastructure, including cyber-security, tourism security, critical infrastructure protection and global supply chain security. 4) Strengthening strategies on emerging terrorist threats: crisis management; and workshops. 5) International coordination and cooperation.
In his final report, the Chair of CICTE and Permanent Representative of Canada to the OAS, Allan Culham, highlighted that during the two days of meetings the committee focused its discussions on the need to strengthen of the capacity of member states to prevent and combat terrorism in the Hemisphere, with special attention to three aspects: how to counter criminal activities that may exacerbate the threat of terrorism, such as trafficking in drugs, arms and people or money laundering; how to strengthen criminal justice responses to acts of terrorism; as how to enhance the efficiency of CICTE itself and its national points of contact.
On this final point, Ambassador Culham announced that in his position as Chair he would seek the feedback of member states and propose the creation of an informal working group to study the suggestions. Similarly, the CICTE Chair urged member states in general and all donors to maintain or increase their contributions to the work of the Committee, in particular to implement the annual Action Plan approved today.
Also, member states decided to hold the Fifteenth Session of CICTE on March 19 and 20, 2015 at OAS headquarters in Washington DC.
