MARCH 30 PROPOSED FOR ELECTION OF OAS SECRETARY GENERAL

  March 10, 2005

The governments of Chile, El Salvador and Mexico have sent a joint diplomatic note asking the Permanent Council of the Organization American States (OAS) to consider setting March 30 as the date for the election of its Secretary General. The Permanent Missions to the OAS are asking the Permanent Council, the second highest-ranking OAS body, to consider the proposal at its next meeting, on March 16.

Three candidates are vying for the top OAS position. Their governments submitted the joint request to the Permanent Council, through their ambassadors— Esteban Tomic, of Chile; Abigail Castro de Pérez, of El Salvador; and Jorge Chen, of Mexico.

Submitted along with the letter was a draft resolution sponsored by the three member states’ delegations to the OAS. The resolution stressed the urgent need for the Organization to elect a Secretary General as soon as possible… so it can move ahead in planning its agenda for the short term, medium term and long term. The resolution furthermore commended Ambassador Luigi R. Einaudi for the “excellent job” he has done as Acting Secretary General since October last year.

Jose Miguel Insulza Interior Minister of Chile; Francisco Flores, former President of El Salvador; and Luis Ernesto Derbez, Foreign Minister of Mexico, have been nominated by their respective governments to fill the Organization’s top position.
