CICIES Begins Technical Assistance and Monitoring of Funds for COVID-19 Health Emergency

The International Commission Against Impunity in El Salvador (CICIES) of the Organization of American States (OAS) this week deployed an initial team of 30 multidisciplinary professionals to implement an audit and follow-up mechanism regarding the use of funds destined for the national emergency caused by the COVID-19 pandemic. Professionals were hired under OAS requirements and standards.
During the next six months, the professionals deployed by the Commission in each of the government executing entities will provide assistance, and will carry out monitoring and review of financial statements, accounting records and their supporting documentation, auxiliary records of inventories and fixed assets, processes of purchases made, tender files, direct purchases, free management purchases, works supervision, and the other modalities established by Salvadoran legislation as well as the origin of the funds in execution from the ordinary and extraordinary budget of the Fondo de Protección Civil, Prevención y Mitigación de Desastres (FOPROMID) and donations. Likewise, the bond issuance, placement and payment process will be verified.
CICIES Commissioner Ronalth Ochaeta explained, "as a result of its work, the Commission will formulate recommendations for institutional strengthening regarding the quality, effectiveness and legitimacy of public spending, derived from the health emergency situation."
In addition, the Commission will actively collaborate with the Office of the Attorney General of the Republic within the framework of the agreement already signed and reiterates its disposition to sign a cooperation and technical assistance agreement with the Corte de Cuentas de la República, as soon as possible.
The request for extraordinary support made by President Nayib Bukele to CICIES, made on March 18, is based on the Framework Agreement between the Government of the Republic of El Salvador and the General Secretariat of the Organization of American States (GS/OAS) for the establishment of CICIES to collaborate with the Salvadoran institutions in charge of preventing, investigating, and punishing acts of corruption and other related crimes.
