OAS Assistant Secretary General in charge of the Organization Luigi Einaudi wrote to the Caribbean nation’s President, Dr. Nicholas Liverpool, expressing sympathy and describing the 49 year-old leader’s sudden passing on Tuesday evening as “untimely.”
As Prime Minister, Charles “had a clear vision for the development of Dominica,” the Assistant Secretary General wrote, stressing how tirelessly Charles had pursued that vision on behalf of the people of his country, despite ill health. “It is unfortunate that, following his December 23rd 2003 statement on the country’s ongoing stabilization and recovery program he could not continue his efforts,” Einaudi went on to say in the letter.
He said the late Dominica leader “will certainly be remembered for his leadership of the Dominica Labor Party, for his service as a Parliamentarian since 1985, and for his stewardship of the country and of CARICOM [the Caribbean Community] during a very challenging period.
“Secretary General César Gaviria and the staff of the General Secretariat join me in mourning the loss of a great son of Dominica,” Einaudi said, asking the President to convey the condolences to the late Prime Minister’s wife and family.
