OAS General Secretariat Launches New Report Detailing Human Rights Violations in Venezuela and Impact of Inaction by ICC Prosecutor

The General Secretariat of the Organization of American States (OAS) will present a new report regarding the possible commission of crimes against humanity in Venezuela on Wednesday, December 2, at 9:00 EST (14:00 GMT) via Zoom videoconference.

The report, produced by OAS Special Adviser on the Responsibility to Protect Jared Genser, builds on the report by the 2018 OAS Panel of Independent Experts, which compiled voluminous evidence determining there was reason to believe crimes against humanity were being committed in Venezuela. 

Since then, the abuses have continued and the alleged crimes have broadened in scale and depth, targeting millions of Venezuelans. Although Argentina, Canada, Colombia, Chile, Paraguay and Peru referred the situation to the International Criminal Court (ICC) under Article 14 of the Rome Statute, calling on the Prosecutor to open an investigation into the possible commission of crimes against humanity in Venezuela, and despite the conclusion of the United Nations Fact-Finding Mission in Venezuela that rights violations “amounted to crimes against humanity,” the ICC Prosecutor has not opened an international criminal investigation, emboldening the regime to commit more crimes, in the belief it can act with total impunity.

The event will include:

  • A discussion of the report’s findings and recommendations by OAS Special Adviser on the Responsibility to Protect Jared Genser
  • Remarks  from OAS Secretary General Luis Almagro, and
  • Remarks from former United Nations High Commissioner for Human Rights Zeid Ra’ad Al Hussein.

Panelists will take questions from the media.
