COSTA RICAN PRESIDENT OSCAR ARIAS
TO ADDRESS OAS PERMANENT COUNCIL TOMORROW

Oscar Arias, the Costa Rican President and Nobel laureate, will address the Permanent Council of the Organization of American States (OAS) tomorrow, December 5, during a protocolary session convened in his honor.

Secretary General José Miguel Insulza and diplomats from the region will receive the Costa Rican leader, who first served as his country’s President from 1986 to 1990. He was again elected in February this year, and was inaugurated in May to another four-year term.

An internationally renowned spokesman for the interests of developing nations and a respected voice on issues of human rights, human security, democracy and demilitarization, he was awarded the Nobel Peace Prize in 1987, the same year he spearheaded a peace plan to end the crisis that had gripped the Central American region. He has focused on priorities such as fighting poverty, corruption, social inequality and illegal drugs, as well as advancing educational reforms and deepening integration as a vehicle for creating quality jobs.
