OAS PERMANENT COUNCIL TO EXPLORE LEGAL AND INSTITUTIONAL FRAMEWORKS FOR ADDRESSING ENVIRONMENTAL CHALLENGES IN THE AMERICAS

The Permanent Council of the Organization of American States (OAS) will hold a special session this Friday, February 23, to examine current environmental challenges in the hemisphere and discuss possible measures that can be taken to strengthen legislation, agreements and cooperation in this area.

Secretary General José Miguel Insulza, together with the Chair of the Permanent Council, Uruguayan Ambassador María del Luján Flores, will deliver opening remarks. The special session responds to the need to strengthen the capacity of the member states to address environmental issues at local and regional levels, through effective legal and institutional frameworks.

The special session will include presentations by prominent experts in the environment and environmental law, followed by an opportunity for dialogue among member state delegates, representatives of international organizations and other participants. As a result of this session, a document will be produced containing conclusions and priority actions to be pursued, in keeping with the objectives and guidelines adopted in December at the First Inter-American Meeting of Ministers and High-level Authorities on Sustainable Development, held in Santa Cruz de la Sierra, Bolivia.

The experts confirmed to attend include: Cristián Samper, Director of the National Museum of Natural History, Smithsonian Institution; Neville Trotz, Science Advisor of the Caribbean Community Climate Change Center; Rosalía Arteaga, Secretary General of the Amazon Cooperation Treaty; Charles Di Leva, Chief Council of International Law and Environmentally and Socially Sustainable Development, World Bank; and David Hunter, a renowned academic in International Environmental Law.
