Statement by José Miguel Insulza, Secretary General of the OAS, On the impact of Hurricane Katrina

The OAS community expresses its condolence and solidarity as it joins the government and people of the United States of America in mourning the tragic and regrettable loss of life and the catastrophic damage which resulted in the Southern coastal states of Alabama, Louisiana, and Mississippi in recent days. Our hearts reach out to them as we learn more and more about the deep impact of personal loss, displacement of persons and the ordeal that have been forced to endure during this moment of hardship.

The Americas have witnessed the power of natural phenomena that hurricanes such as Katrina represent and the subsequent tragedy of such proportions. This must further embolden us to coordinate the collective efforts and enterprise of the Inter-American system to strengthen current mechanisms, organs and agencies engaged in reducing and mitigating the effects of natural disasters.

The issue of natural disaster reduction, mitigation and risk management is critical to our Organization’s entire membership and is therefore being given the most urgent attention under the current leadership. Large and small countries alike do suffer the devastating impact that natural disasters hold for life, property, security and development in the Hemisphere. The General Secretariat will work closely with member states to draw attention to this critical issue.

The OAS is presently consulting with other agencies to see the best mechanism through which it can render assistance.
