OAS Secretary General Holds Talks about Haiti’s Current Situation at CARICOM Meeting

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, held different meetings today with Heads of Government from the Caribbean Community (CARICOM) within the framework of his visit to Grenada and participation in the meeting convened by that organization for this weekend in Saint George, the Grenadian capital, to address, among other issues, the events surrounding the electoral process in Haiti.

The head of the OAS, who is participating as a guest in the biannual gathering of the Caribbean leaders, focused his conversations especially on the collaboration between the OAS and CARICOM in the Joint Electoral Observation Mission (JEOM) for the presidential and legislative elections in Haiti. With the Caribbean leaders, Insulza reviewed the work conducted for the observation of the first round, held November 28, and the preparatory work for the second round, scheduled for March 20.

Thus far, the OAS Secretary General has held bilateral meetings with the Prime Minister of Grenada, Tillman Thomas, and the President of Suriname, Desiré Delano Bouterse. With Prime Minister Thomas, who invited him on an official visit to his country, the Secretary General talked about the relationship between the OAS and Grenada, including the strengthening of democracy and the process of constitutional reform in Grenada, as well as the support of the OAS for the development of tourism and energy in the Caribbean country. The reintegration of Honduras to the OAS and other regional affairs also were subjects of conversation.

With President Bouterse, the head of the hemispheric Organization talked about the next meeting of the Inter-American Drug Abuse Control Commission (CICAD), a body within the OAS, to be held in Suriname in May. The two leaders also exchanged views on issues such as security, Human Rights, the strengthening of democracy, constitutional reform and technical cooperation on border security. On this last point, the Secretary General recommended to President Bouterse to pursue further conversations with the Inter-American Committee against Terrorism (CICTE), another body within the OAS. The President of Suriname also requested the help of the OAS in resolving the matter of the rights of indigenous peoples to land rich in mineral resources.
