The Secretary General of the Organization of American States (OAS), José Miguel Insulza, and the President of Bolivia, Evo Morales, today signed an important technical Cooperation Agreement that provides the Bolivian Government with the necessary mechanisms to achieve “effective public management,” as described in this initiative’s master plan. The document’s main points seek to modernize the state apparatus, eliminate bureaucracy, and build a more democratic and transparent public administration.
The three agreements signed by the OAS Secretary General and Bolivia’s Executive Power, Legislative Assembly and Supreme Electoral Court establish the technical support, coordination mechanisms, and execution of specific activities in support of the OAS Technical Cooperation Program for 2010-2014: Effective Public Management to “Live Well,” to be provided by the Organization’s Department for Effective Public Management.
The OAS Secretary General emphasized that “this is a pioneering technical cooperation program to the state of Bolivia as much as to OAS, given its magnitude and holistic focus, oriented to strengthening public management from initiatives that have been identified as key to the government.”
