OAS Secretary General Receives former Bolivian President Carlos Mesa

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today received Carlos Mesa, former President of Bolivia, who is travelling in representation of his government to explain the maritime claims of his country, in a meeting that took place at the headquarters of the Organization in Washington, DC.

During the meeting, the former Bolivian President presented to the OAS leader the legal groundings of the maritime claim that Bolivia presented to the International Court of Justice in The Hague. Secretary General Insulza received the documentation and reiterated his request that the governments involved resolve their differences through dialogue. Moreover, he recalled his position, taken since his first day as OAS Secretary General, and consistent with the institution he represents, to withhold from expressing a position on the issue.

In addition, former President Mesa delivered a letter to the Secretary General from President Evo Morales. Also present at the meeting were the Chief of Staff of the Secretary General, Hugo de Zela; the Permanent Representative of Bolivia to the OAS, Diego Pary; and the former Bolivian diplomat Gustavo Aliaga, among others.
