Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS Secretary General Meets with Secretary General of SICA

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today met in his office with the Secretary General of the Central American Integration System (SICA), Hugo Martinez, with whom he discussed options for cooperation between the two institutions especially in the areas of security and strengthening of human resources.
During the meeting, held at the headquarters of the OAS in Washington DC, Secretary General Insulza related to Secretary General Martínez the details of the debate he began, which is currently underway at the OAS on how best to define the priorities of the Organization. The discussion on "the Strategic Vision of the OAS," added the leader of the institution, includes key issues such as the promotion of development, education and institutional strengthening. In this regard, he highlighted the work that has been done in the Organization to expand and universalize the scholarship program and other virtual education initiatives and partnerships with countries and education centers.
Meanwhile, the Secretary General of SICA agreed on the importance of harnessing the potential of regional organizations to give more promotion to the OAS scholarships program and collaborate to make more readily available information on its benefits and scope. Both authorities agreed to cooperate on initiatives regarding education in order to achieve greater reach among the population of the region.
