Washington, D.C. — The Inter-American Commission on Human Rights (IACHR) has published the Inter-American SIMORE Report: Measures Reported by Honduras. This is the first in a series of publications designed to publicize and promote the use of the Inter-American SIMORE, an online platform that improves access to the IACHR's recommendations to States in the Americas. Both state and nonstate stakeholders can use the platform to report on and review measures and challenges to implementing them.

This initial report details the measures that the State of Honduras has reported through the Inter-American SIMORE concerning compliance with recommendations made in the IACHR's 2019 Country Report that were subsequently highlighted in the 2020, 2021, and 2022 Annual Reports as measures that could advance compliance with several of these recommendations.

The publication notes that in 2020, Honduras became the first State to report on its progress through the Inter-American SIMORE. It continued this commitment by sharing updates in 2021, 2022, and 2023, including information connected to compliance with recommendations made in the 2019 Country Report. In publishing this report, the IACHR seeks to document progress on the implementation of decisions regarding historically marginalized or vulnerable populations and issues that are crucial to human rights issues within Honduras.

This report was written based on the understanding that full compliance with IACHR recommendations is a critical step toward ensuring the full enjoyment of human rights across the OAS Member States while also helping to strengthen the Inter-American System of Human Rights. The IACHR commends Honduras for its efforts to provide compliance data via the Inter-American SIMORE platform. It also notes that the use and benefits of this tool depend largely on continued engagement by States, civil society, academic institutions, and independent organizations. The IACHR once again invites States to use the platform and contribute to making it a more effective monitoring mechanism.

The Inter-American Commission on Human Rights (IACHR) is an autonomous body of the Organization of American States (OAS) whose mandate is based on the OAS Charter and the American Convention on Human Rights. Its mission is to promote and defend human rights throughout the Americas and to serve as an advisory body to the OAS in this area. The IACHR consists of seven independent members elected by the OAS General Assembly who serve in a personal capacity and do not represent their countries of origin or residence.
