Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The General Assembly, in the preamble to resolution AG/RES. 2872 (XLV-O/15) "Financing of the 2016 Program-Budget of the Organization" established that the 2016 program-budget will be adopted by the General Assembly at a special session to be held no later than October 30, 2015.
According to resolution CP/RES. 1053/15 rev. 1, the Permanent Council resolved in its operative paragraph 1 "that the fiftieth special session of the General Assembly to consider and adopt the 2016 program-budget will be held on October 30, 2015, at the headquarters of the General Secretariat of the Organization".
