With the entry into force of the 1993 “Protocol of Managua” that amended the OAS Charter and established in 1996 the Inter-American Council for Integral Development (CIDI), as the main political body for development in the Organization of American States, the existing inter-American Congresses were invited to hold their meetings at the ministerial level within the framework of the sectoral meetings of CIDI. In 2011, the General Assembly adopted resolution AG/RES. 2639 (XLI-O/11) that abolished the Organization Plan of the Inter-American Travel Congresses and resolved that they should be convened as the Inter-American Congress of Ministers and High-Level Authorities of Tourism” starting with the XX Congress.

The Technical Secretariat for the Congress of Ministers and High-level Authorities on Tourism, as well as the Inter-American Committee on Tourism is the Department of Economic and Social Development
