The General Assembly, by resolution AG/RES. 2738 (XLII-O/12), constituted the Committee on Migration Issues (CAM) as a permanent committee of the Inter-American Council for Integral Development (CIDI) of the Organization of American States (OAS) with a mandate to act as the main forum of the Organization dealing with migration issues. The CAM was installed at a regular meeting of CIDI, held on July 24, 2012. The predecessor of the CAM was the Special Committee on Migration Issues (CEAM), a special committee of the Permanent Council that functioned between April 2008 and June, 2012.

The Committee on Migration Issues is an organ of CIDI, established in Article 58 of the Rules of Procedures for the Regular and Special Meeting CIDI, which las the following functions:
serve as the principal forum in the Organization responsible for migration issues, adopting a comprehensive balanced, and technical approach that takes into consideration the contributions and challenges represented by migration for countries or origin, transit, destination, and/or return, as well as incorporating a gender approach and perspective.
promote dialogue, cooperation, and exchanges of experience, lessons learned, and best practices in migration matters at the international, regional, subregional, and bilateral level, within a framework of respect for human nights, fostering recognition of the important contribution of migrants to integral development in the Hemisphere.
review, implement, and monitor such migration matters as the General Assembly or CIDI may entrust to it; y and promote linkages and exchanges of information with other international agencies and subregional consultative process that have mandates in this area. Prepare at the request CIDI, the draft of the Strategic Plan and the drafts of the Inter-American programs, and using if applicable, the technical inputs to those drafts that may arise in the sectoral or specialized meetings of the relevant issues.
