In response to a request presented by the Government of the Dominican Republic to the General Secretariat of the Organization of American States (OAS), the Program of Regional Development in cooperation with the Technical Secretariat of the Office of the President carried out a study to implement an Action Plan for the regional development of the "Línea Noroeste"
The work was executed by the Technical Unit of the DELNO Project which was located in Santo Domingo and consisted of Dominican specialists and experts from the Technical Cooperation Mission of the OAS. The Direction of the Technical Unit was shared by the OAS Mission Chief and the National Director.
The studies accomplished by the Technical Unit were carried out in two stages: the first, between February 1972 and January 1973. which concentrated on the organization, diagnosis, strategy of development and studies of alternatives, and served as a basis for the Agreement signed between the General Secretariat of the OAS and the Dominican Government. Between February 1973 and February 1975 the second stage was accomplished, consisting of the formulation and evaluation of projects, and the identification of new study proposals, as well as the implementation of some immediate actions recommended in the first stage.
The area of the study is located in the northwestern zone of the Dominican Republic known as "Línea Noroeste" and covers all of the provinces of Montecristi, Dajabón and Santiago Rodríguez and part of the provinces of Valverde, Santiago, La Estrelleta and La Vega.
The Action Plan takes into consideration the interrelation of the physical, human and financial resources of the region, putting emphasis on their greater utilization with the understanding that there exist in the zone poorly utilized production factors such as labor, soils, water and other resources.
Six major groups of programs and projects were studied, e.g.; conservation and management of natural resources; agricultural development; agroindustrial development; support to cattle raising; physical and social infrastructure, and also the study of several proposals for the establishment of an institutional structure which would permit the implementation of the Plan.
The recommendations of the report should provide the basis for initiating three major lines of action in the "Línea Noroeste" - improvement of productive activities, infrastructure and social welfare - which are detailed in definite programs and projects. It is hoped that the projects in this report will contribute to a development process whose objective is to raise the standard of living and the social well being of the people of the "Línea Noroeste"

Em resposta a uma solicitação cursada pelo Governo da República Dominicana à Secretaria-Geral da OEA, o Programa de Desenvolvimento Regional em cooperação com o Secretariado Técnico da Presidência, realizou um estudo para a ejecuçào de um Plano de Açâo para o Desenvolvimento Regional da Linha Noroeste.
As atividades foram desenvolvidas pela Unidade Técnica do Projeto DELNO, localizado na cidade de Santo Domingo, e esteve composta pôr especialistas dominicanos e da Missão de Cooperação Técnica da OEA A direçâo da Unidade técnica rói compartilhada pelo Jefede Missão da OEA e Diretor Nacional.
Os trabalhos incluídos neste relatório se realizaram em duas etapas: a primeira, entre fevereiro de 1972 e Janeiro de 1973, esteve dedicada à organização, diagnóstico e estratégia de desenvolvimento e estudo de alternativas, que serviram de base para o Acordo assinado entre a Secretaria-Geral da OEA e o Governo Dominicano. Entre fevereiro de 1973 e fevereiro de 1975 teve lugar a segunda etapa, a qual consistiu na formulação e avaliação de projetos e na identificação de novas propostas de estudo, assim como, também, a iniciação de certas açòes imediatas recomendadas na primeira etapa,
A área de estudo está situada na zona nor-ocidental da República Dominicana, conhecida como a Linha Noroeste, e abrange a totalidade das cidades de Montecristi, Dajabón, e Santiago Rodríguez, e parte das cidades de Valverde, Santiago, La Estrelleta e La Vega
Este Plano de Açào contempla a inter-relaçào dos recursos físicos, humanos e financeiros da região, colocando ênfase no seu aproveitamento máximo, dentro da suposição de que na zona se encontrem fatores de produção ociosos, entre eles mào-de-obra, solos, água e outros recursos não utilizados.
Foram estudados seis grandes grupos de programas e projetos, que incluíram: conservação e manejo dos recursos naturais, desenvolvimento agrícola: desenvolvimento agro-industrial, apoio â ganadería, infra-estrutura física e infra-estrutura social, além do estudo de várias propostas para o estabelecimento do marco institucional que possibilitaria a realização do Plano.
As recomendações deste relatório permitirão que se inicie uma etapa na Linha Noroeste que abranja três grandes esforços dirigidos ao fomento das atividades produtivas, a infra-estructura e o bem-estar, os quais se detalham em programas e projetos concretos. Os projetos apresentados neste relatório conduzirão seguramente à iniciação de um processo de desenvolvimento, cujo objetivo é elevar o nivel de vida e o bem-estar da população da Linha Noroeste,

En réponse à une demande envoyée par le Gouvernement de la République Dominicaine au Secrétariat Général de l'OEA, le Programme de Développement Régional a réalisé en collaboration avec le Secrétariat Technique du bureau de la Présidence une étude pour l'exécution d'un Plan d'Action pour le Développement Régional de la Ligne Nord-Ouest.
A charge de développer les activités techniques du Project DELNO. un bureau composé de spécialistes dominicains et de la Mission de Coopération Technique de l'OEA fut situé dans la vil le de Saint-Domingue, La direction de ce bureau fut assumée par le chef de Mission de l'OEA et le Directeur National
Les travaux présentés dans ce rapport furent réalisés en deux étapes: la première qui se déroula entre février 1972 et janvier 1973 fut dédiée à l'organisation, le diagnostic, la stratégie de développement et l'étude d'alternatives et servit de fondement à l'Accord signé entre le Secrétariat Général de l'OEA et le Gouvernement Dominicain. La seconde étape qui se déroula de février 1973 à février 1975 fut dédiée à la formulation et à l'évaluation de projets ainsi qu'à l'identification de nouvelles propositions d'études et à la mise en marche de certaines actions immédiates recommandées au cours de la première étape.
L'Etude se réfère à la Zone Nord-Ouest de la République Dominicaine, connue sous le nom de "Ligne Nord-Ouest", laquelle comprend la totalité des provinces de Montecristi, Dajabón, et Santiago Rodríguez et une partie de l'ensemble formé par les provinces de Valverde, Santiago. La Estrelleta et de la Vega.
Ce Plan d'Action, considère la relation entre les ressources physiques, humaines et financières de la région, s'appliquant particulièrement à leur utilisation maxima pourvu qu'il existe dans la zone, des facteurs de production utilisés de manière insuffisante, tels que main-d'oeuvre, terrains. eau et autres ressources.
Six Importants groupes de programmes et de projets furent étudiés, à savoir, conservation et utilisation des ressources naturelles; développement agricole; développement agro-industriel; assistance à l'élevage des bestiaux; infrastructure physique et social ainsi que l'étude de plusieurs propositions pour l'établissement d'un cadre institutionnel qui faciliterait la réalisation du Plan.
Les recommandations contenues dans ce rapport assureront la base au point de départ de trois grandes lignes d'action pour la "Ligne Nord-Ouest" - amélioration des activités productives, infrastructure et bien-être - expliquées dans des programmes et projets bien définis. Les projets présentés dans ce rapport conduiront certainement à un processus de développement dont l'objectif est d'élever le niveau de vie et le bien-être de la population de la 'Ligne Nord-Ouest".
