Methodology:

1. Each evaluator should read each proposal individually and fill out the Evaluation Form. Please note that there is a space for

qualitative comments in row 24 of the evaluation form.

2. Upon completing the evaluation of all proposals, each evaluator must submit their Evaluation Form to Richard Huber at

[email protected] and Luisa Neira at [email protected] not later than November 25th, 2009.

3. The maximum score is 250 points where the administrative aspects account for up to 30% of the score and the technical  

aspects of the proposal account for up to 70% of the total score.
