Sanctions

I have read the sanctions section in the model law a number of times, but remain a bit confused. I understand that Sec 64(1) is calling for criminal sanctions when willfully destroying or altering records. I presume the rest of the negative actions would then carry adminsitrative sanctions, but this is not totally clear. Sec 64 references subsection a, which I could not find. The administrative offences are listed in Sec 65 (but without the penalties) but it is not clear whether these should be read in conjunction with Sec 64 to see the penalties. I am certain that all the substance is there, and perhaps the two sections just need to be combined? I would appreciate help understanding these sections.
