Commission Appointment

In Sec. 55 regarding appointment of Commissioners, it says that the person must be a "recognized competence in the field of transparency and access to information." I do not think this is absolutely necessary for selecting Commissioners. Some of our best Commissioners around the world were not ATI experts before taking on this role . . . they were intelligent people committed to service. I think this provision could be quite limiting in a number of our countries, and may appear a bit self-serving.
